A New Smoke-Free Campus in North Dakota

North Dakota State University President Dick Hanson declared that he supports the policy, but he first wants to discuss to vice presidents and others on campus to speak about enforcement of such a ban. He is concerned about the health and well-being of the people of North Dakota, that’s why he would like that the new legislation to be approved.

Mr. Hanson is sure that a tobacco-free policy will eliminate the health hazards from secondhand smoke and reduce institutional costs that smoking contributes to, such as cleaning and maintenance costs from the litter of cigarette butts. A tobacco free policy can reduce the peer pressure for nonsmokers and can discourage smokers from continuing their habit.

At last, the anti-smoking legislation was approved by 35-24 the university’s governing body. The new policy would ban smoking for all outdoor areas of campus.

Hanson Amy Rupiper Taggart, president-elect of the University Senate, said that those who contrasted the policy were firstly interested about enforcement.

Others also considered that a new policy would influence staff more severely because many have less flexibility to leave campus than students and faculty do.

That’s why recently NDSU forbids smoking 50 feet from doorways. The new legislation would ban all tobacco smoking on university property. It does not prohibit chewing tobacco. But the new ban is not legal for private companies in the Research and Technology Park, the Northern Crops Institute, Newman Outdoor Field and other private entities.

For example, outdoor smoking would be allowed at North Dakota Research and Extension Centers all over the state. Shawn Affolter, a student member of the University Senate who supported the ban, said that students took the enterprise to urge for this policy.

More than 60 percent of students who voted in a view election last spring supported a smoking ban. Unfortunately how rapidly a smoking ban could take effect is unclear.

Mr. Hanson reported that once he’s examined it, he would want to permit enough time to put up signs and get the word out about the new policy.

Researchers concluded that tobacco use should be prohibited on all university property, including inside buildings, facilities, university vehicles and shuttles and everywhere on campus outside.
